What is actually on the wall
In Los Angeles it is a combination: airborne traffic film from brake dust and exhaust, mineral deposit from sprinkler overspray, general atmospheric dust, and on shaded elevations a biological layer of algae and mildew. Stucco is porous and textured, which makes it exceptionally good at holding all of it.
The test that settles it
Pick an inconspicuous section. Wet it, apply a mild cleaning solution, let it dwell a few minutes, rinse gently. If the colour comes back, your paint is fine and you have a cleaning job. If it looks the same, you have genuine fading and painting is the answer.
